 Fortunately the only callers that pass NULL are
 [https://gitweb.torproject.org/tor.git/tree/src/feature/dirauth/dirvote.c?id=bd6007d8986d851bb9e76fc2d9a72143a03f04ac#n4590
 these asserts] so this null deref (currently) can't happen.
