 So the high load was the cause of recent 503 errors, and the reason
 [https://trac.torproject.org/projects/tor/timeline TIMELINE_VIEW] and
 [https://trac.torproject.org/projects/tor/roadmap ROADMAP_VIEW]
 permissions were removed yesterday, too?
