 It is probably not important to add this to the relay guide.

 It is covered in dir-spec:

 https://gitweb.torproject.org/torspec.git/tree/dir-spec.txt#n344

 There are more cases though than are covered in dir-spec. This could
 potentially be a ticket to update dir-spec with all possible cases in
 which a relay would upload a new descriptor.
