Comment:

 FWIW: Torbutton is still a XPCOM extension (as is Tor Launcher). That
 said, the plan is to get rid of Torbutton at some point in the near future
 and integrate the remaining functionality in the browser itself. Doing so
 for the items you mentioned is a step further in that direction.

 In particular the "New Tor Circuit" item has not only move into the
 hamburger menu but into the site identity button (left of the URL bar)
 where it belongs way better than the onion menu as it is a *site-related*
 functionality (together with the circuit display). The hamburger menu is
 just another option how to trigger a new circuit.

 The same will actually be the case with the "New Identity" option. We'll
 very likely expose a button on the toolbar soon for that to make it easier
 available (with the hamburger menu being a fallback as well). That's
 planned for our work on redesigning our security controls (#25658).

 So, the ticket as it got filed is a WONTFIX.
