 SIGHUPs are sent always due to required new domain generations.

 I have just reported Tor bug causing v3 service to stop working.
 https://trac.torproject.org/projects/tor/ticket/27410

 That Tor instance (server running 3 Tor instances) is also using SIGUPs
 but I will disable it.
