 If it's a bug, my apologies.

 But there IS a solution in !about:config - a few months ago I asked the
 question on the Tor sub in Reddit, and a chap answered with the correct
 setting to enable add-ons. I subsequently deleted the post thinking that's
 the end of the matter, but I now have a new impossible-to-root Tablet, so
 I can't transfer app data (Titanium), and I've forgotten the setting.

 As to your question: "error - software instillation has been disabled by
 your system administrator" - this is the popup at every attempt to install
 an add-on.

 Tor developers know the setting in !about:config to enable add-ons.
 There's been several updates to the app since I first encountered the
 problem on my phone, so either devs are completely unaware of the 'bug' or
 they're happy to let things continue as they are. Whatever the reason, I'd
 like to know this particular setting.
