 After we put a limit on the number of testing circuits (#28511), we can
 open NUM_PARALLEL_TESTING_CIRCS*3/2 circuits when we start testing
 bandwidth. Otherwise, circuits can time out and be replaced with new
 circuits, leading to a DoS.
