Comment:

 It is not used because no directory authority defines
 `RecommendedPackages` but it doesn't mean we can't use it in the future.

 We can deprecate it for sure if we do not use it. It would be a simple
 code removal and render the option `OBSOLETE()`. I believe that as long as
 we make sure no dirauth adds a `RecommendedPackages` then we can avoid a
 consensus method about "not voting for this anymore" ... Might not be the
 proper way to do things though ;).
