 I'm not sure where the discussion is happening, but I'm thinking that
 CollecTor should have a dir-spec server implementation that would make
 available historical documents (in the future as a longer term goal) and
 it would be great if this was the same interface as would be used to
 download older recent things from directory servers.

 We get a bonus that we can use the same code to sync up a CollecTor from
 another CollecTor as to recover from an outage by syncing with a dirauth
 or mirror.
