 So in theory, your relay should not anymore have `Recv-Q` that keeps
 filling up ... but on the `Send-Q` side, because the entire network
 running <= 0.3.4.8 still have that issue, it will keep filling up.

 Until we roll out 0.3.4.9 and everyone updates, it won't fully go away :S.
