 Could it also be an option to use the Tor license for RS?
 In other metrics products the LICENSE file simply contains all licenses
 covering used code (see
 [https://gitweb.torproject.org/user/iwakeh/onionoo.git/tree/LICENSE
 Onionoo] for an example)
