Comment:
This looks simple enough to me. One question though: why not roll time
forward enough for scale_active_circuits() to get called, so that we at
least verify that it does not interfere with cell delivery on the channel?
Unless that doesn't make sense, and there is no possible way it could.
Otherwise, merge ready.
