 nickm, teor, would you mind to review/answer all the questions i left in
 `[NOTE]` (same branch) before i send again to tor-dev@?.

 As suggested by teor in tor-dev@ and
 https://trac.torproject.org/projects/tor/ticket/25960#comment:9, i would
 create other file with for version 2.0.0 (replacing key_value format with
 SP). Same of the questions would still apply.
