Comment:

 Adding the ux-team keyword to get their attention, since *how to inform
 the user* is one of the biggest questions here.

 I think the approach where we tell the user a list of countries that need
 special configuration, and then the user can notice that they're in one of
 those countries, is a pretty compelling approach. Especially while that
 list of countries is 3 or 4, not 15 or 20.
