Comment:

 Here's a patch for review. It schedules a poll every 5 s.

 Ideally, in the future, we will have the broker adjust the interval based
 on the number of proxies present, in order to maintain a desired average
 poll rate. (The proxy polls; in the response the broker tells it what time
 to poll again.) As in #8171/#8172 for flash proxy.
