 `build-sunet-b.torproject.net` was a host that we were using for building
 Tor Messenger. As Tor Messenger is no longer developed, we can remove this
 host.

 If removing `build-sunet-b` gives us some resources that we can use
 elsewhere, I think it would be useful to add them to `build-
 sunet-a.torproject.net` (which we use for building Tor Browser).
