 Is this bug causing all Windows users with weird characters in their
 username to have their Tor Browser fail when they try to run it from their
 user directory?

 I haven't heard from any affected users, so maybe it's not so bad -- or
 instead, maybe users like that are less likely to come usefully report a
 bug to us in English.
