 FWIW, there are other updater related pieces that use at least external
 permission prompts (e.g. https://dxr.mozilla.org/mozilla-
 esr60/source/mobile/android/base/java/org/mozilla/gecko/BrowserApp.java#955)
 which we should deal with if/when we move to internal storage.
