Some more thoughts:
If we make the validity until time later, then we split the anonymity set
for clients:
* With the current schedule, most clients have one of two possible non-
fresh but valid consensuses.
* If we lengthened the valid-but-not-fresh interval to n, they would have
1 of n possible consensuses.
Perhaps we could double (or scale up) all the times?
* Then clients would have one of two possible consensuses, but those
consensuses would have a larger delta.
