 If people are into writing more unit tests, 58789c1 is a great commit for
 adding them: it is a potentially tricky operation on our connection list
 that will happen very rarely in deployed relays, so if it is buggy it's
 going to be a long time until we find out (and potentially a lot longer
 until we can narrow a bug down to this commit).
