 Lets step back a bit. Please curl the url you're having stem fetch and
 provide here both the url and the lines of the document it gave you that
 you want but cannot find in the consensus object you're getting from stem.

 Stem is just a parser for the dir-spec. This means there can be three
 things going on here...

 1. The data you want isn't in the consensus, in which case this should be
 an ask for the field or clarification from the core tor folks.

 2. The data is present in the consensus and Stem has it. If you provide
 the above I'll be able to look.

 3. The data is present in the consensus but Stem doesn't have it and the
 spec says it shouldn't be there. In this case there's a spec bug.

 4. The data is present in the consensus but Stem doesn't have it despite
 the spec saying it should be there. IN this case there's a stem bug.
