 latest alpha. If it happens when a child process lost connection to the
 parent, ipc queue is empty on the parent side, but it grows on the child
 side.
 It seems possible to bring the browser back to life by manually resuming
 suspended thread in child process like in #22813. Probably, upgrading
 MinGW-w64 could help.
