Comment (by teor):

 The malformed fragments are the output of 24 hour bandwidth intervals. The
 well-formed bandwidth lines are the output of 4 hour bandwidth intervals.
 This suggests that #23856 may be a cause of this bug.

 The relay was recently restarted with 0.3.1.9.
 I wonder what version it was on before?
 I wonder why this happened in this case, but not on any other relays?
