 I agree teor, especially because the hang occurs even long after Tor said
 it has enough directory info to build circuits and even claims to open
 one:

 Looks like client functionality is working.
 2/24/2018 20:50:07 PM.600 [NOTICE] Tried for 120 seconds to get a
 connection to [scrubbed]:443. Giving up. (waiting for circuit)

 Not even a full restart will make it heal. I'll post logs and details in
