 Do you have a reference for the block order of 1 Jan? I looked at
 https://www.tra.gov.ae/en/services-and-
 activities/regulation/details.aspx#documents but didn't find it.

 There's also a few other ways to download the software when the
 torproject.org web site is blocked. You can send an email to
 gettor at torproject.org. You can also download from GitHub:
 https://github.com/TheTorProject/gettorbrowser.
