As you can see in comment:58, it is a state of some circuits, but not of
Tor. And unfortunately, Tor 0.3.2.9 can't get out of it sometimes after
hibernation, so that web apps can't be resumed (timeout). The log shows
only a lot of

And also it showed

without any reason (there were no network problems, except it meant Tor
network).
