 After 3 hours, Tor now opens in the UAE without a VPN. I still need meek
 to connect to any websites, but the problem of the network consensus not
 loading has gone away. And, with meek easy to connect, I seem to be able
 to use Tor again.

 Not clear why, 4 hours ago, the network consensus could be accessed, but
 could not load, and now it loads without any problem.
