 OK! Phew. https://github.com/mikeperry-tor/tor/tree/adaptive_padding-
 rebased_0.3.6-pr547-squashed is now the same as
 https://github.com/torproject/tor/pull/547 (head
 7b65aba210f62b3527782705ba867f6ce4a57088) with the type changes. Plus a
 couple tweaks. I think, anyway.
