 Uggg, damn me for dropping the ball on this. Sorry.

 Status update: Work has had me pretty busy, and now catching up on code
 reviewing for Dave's SoP project. I've been noticing frequent
 get_exit_policy() failures I definitely need to sort out before release
 (#27306). Possibly other regressions too.

 Again, sorry. This might be a while. I'm particularly paranoid when it
 comes to releases so I'll be holding off until we're highly confident Stem
 is stable.

 This is high on my todo list so not forgotten, but may be a few weeks.
