 Since the https://www.torproject.org/projects/obfsproxy-instructions.html
 is gone and the other one links to wiki pages -
 [[doc/PluggableTransports/obfs4proxy]] and
 [[doc/PluggableTransports#BecomeaPTbridgeoperator]] - they can be updated
 there as needed.
