Comment:

 Originally, this ticket was about what we could do before starting
 modularization. The overall plan was sketched out in #25495 and then in
 #25610.

 Then, with that same ticket, we've done the work for the build system and
 code structure which this ticket was also about, again originally.

 Thus, this work has been done. If anything comes up that we need, lets
 open a ticket and make it child of #25494.
