Comment:

 Nick says that this would be very involved, because there is no such thing
 as stream events for *any* "exit-side" connections (and service side onion
 service connections count as exit side). Plus #25903 is a better solution
 anyway.

 I am de-parenting this and taking it off of the 034 roadmap. It could also
 be closed as "not a bug". I don't really need this feature any more, and I
 don't think anyone else has ever requested it.
