 More specifically it did assume a configuration with ControlSocket
 enabled. The torrc in the relay-guide specifically disables ControlSocket
 on Debian-based systems to have a minimal attack surface (not everyone
 needs ControlSockets enabled so we disabled it by default on Debian based
 systems to restore vanilla tor defaults).
