 As mentioned in #25423, I found a cache-invalidation bug in
 `stem.control.Controller`.

 The tl;dr is that the `getconf` cache currently doesn't get cleared
 properly by the listener that intends to clear it, but //clearing//
 probably isn't what we actually want to do.
