 Looking at the code, it appears that SocksPolicy is applied to all
 incoming client connections. (See uses of
 `socks_policy_permits_address()`.)  We should probably document this
 behavior and rename SocksPolicy to something less confusing.  Maybe
 ClientPolicy?
