Comment:

 This is a good time to pick this one up again, while people are working on
 bwauth votes output file format.

 I think the "authorities take a string from the bwvotes file and stick it
 in their votes" part is pretty straightforward, so I think step one is
 that the bwauths decide to put a string into the bwvotes file, in some
 format that the metrics people or whatever will like it.
