 arma mentioned that we shouldn't write anything to disk, but simply have
 dirauth-side rate limits. (I assume we already have functionality for
 rate-limiting somewhere, but I've never touched that code, so if someone
 who knows more about it wouldn't mind pointing me in the right direction,
 that'd be awesome!)
