 I've been working on this on this branch:
 https://github.com/Jigsaw52/tor/tree/torrc-include-wildcards-25140

 However there is still some work to do until I can propose it to merge:
  - Write tests (which will likely find some bugs)
  - Test more throughly on Windows
  - Test more throughly with sandbox enabled
  - Documentation

 I might be able to finish it on the next weekend. When is the deadline for
 the 0.3.4 merge?
