 is deployed, dirauths will stop reading the guardfraction files
 automatically.

 I believe no dir auths are actually attaching their guardfraction file to
 their dir auth.

 That is, some of us are still running the external guardfraction tool,
 because people told us to start running it, but nobody ever told us how to
 hook it up to our dir auths, so we never did.
