Comment:

 At the time (for ESR 45), we kept our patch reverting, "Adjust atomic ops
 code to be more compatible with thread sanitizer tools."

 In #22005, we're moving to ESR 52 based on tor-browser-build.git, which
 has the necessary changes ported.
