 In 0.3.0.8, we fixed a bug in v3 HSDirs that stopped services uploading
 descriptors.
 But instead of allocating a new protocol version (or excluding broken
 versions from the consensus), we added a Tor version 0.3.0.8 or later
 requirement for v3 onion services to use v3 HSDirs.

 This makes it impossible for an alternate Tor implementation to be a v3
 HSDir.

 So we should allocate a new HSDir protocol version that definitely doesn't
 have the bug, and skip the 0.3.0.8 or later check for relays declaring
 that version.
