 We are still waiting on answers to the questions in comment:23, but Tor
 Browser developers should go ahead and review the following patch:

 Anyone who prefers to use oniongit can review this as part of the merge
 request that we created there:

 These changes are closely related to the #23262 changes, so it would be
 best to test all three patches together (Kathy and I split the #23262
 changes into two patches to make review easier).
