 Two issues:
   1) Changes file, please?
   2) I think that the old function name name
 (`entry_guards_have_enough_dir_info_to_build_circuits`) was much more
 clear than (`entry_guards_get_dir_info_status_str`); it's not clear from
 the name of the new function that it checks whether there is enough dir
 info, and returns NULL if there is enough.  Maybe instead the function
 could be named something like
 `entry_guards_get_err_str_if_dir_info_missing()` ?
