Comment:

 Currently, services won't upload until they have a live consensus and
 `router_have_minimum_dir_info()` which means I believe 60% of all the
 relay descriptors.

 We might want to bump that limit for services I guess considering the
 table in #23170 or 40% of missing descriptors falls under "acceptable" ?
