 nsLocaleService no longer exists in Firefox (
 https://bugzilla.mozilla.org/show_bug.cgi?id=1356263 ) so this change does
 not need to uplifted.  Verified with latest Firefox beta in same Debian
 VM, Print to File works as expected.
