Comment (by Dhalgren):

 I placed the fifty-seven inoperable exits from the spreadsheet in #21394
 on `ExcludeExitNodes`; the result a dramatic improvement in browsing
 experience.  Of course browsing experience will improve further once this
 full 30% of stranded exit consensus weight becomes usable.
