 For added fun, the client starts its 10 second timer when it sends the
 begin cell, so if it takes x seconds for the begin cell to make it to the
 exit, and y seconds for a response (failure *or* success) to make it back
 to the client, then the exit needs to do its thing in 10-x-y seconds or it
 won't happen in time. Typical values of x and y are 0.5 seconds. So,
 approximating things as 10 seconds is not crazy, but don't plan to be
 doing anything new at the 8 or 9 second mark and expect it to have as much
 impact.
