 As I understand the recovery time is 7 days? (not 3 months as I thought
 before), so it is fine if you accept the fact that you will potentially
 lose guard capacity.

 A guard currently changing its IP ~4 time a month will practically no
 longer be a guard after this is implemented. A guard changing its IP twice
 a month will be a guard only for 1/2 of the month.
