 I agree. I started looking at this, and then I got confused by all the
 muddled functions with similar sounding names. So I opened #22312 as a
 child, and we should address that first, and maybe when we come back here
 everything will be easier.

 In particular, I kind of hope we decide to raise
 RELAY_REQUIRED_MIN_BANDWIDTH to 250KBytes, and get rid of
 MIN_BW_TO_ADVERTISE_DIRSERVER altogether.
