 I'm back after some time away from this; I can confirm the situation never
 heals - From May 6th when one daemon started showing the issue, to May
 17th when it is still complaining that `I learned some more directory
 information, but not enough to build a circuit: We're missing descriptors
 for some of our primary entry guards`

 Can I be of assistance with testing ideas?
